Bio: Thomas Orr is a Senior Program Officer with the Local Initiatives Support Corporation (LISC) in Indianapolis.  He has over 30 years of experience in workforce development and program management, including the launch of RecycleForce, a social enterprise employing ex-offenders in electronic recycling, and the Centers for Working Families – a neighborhood-based initiative that bundles one-on-one financial coaching and career coaching for low-wealth families.   At EmployIndy, he oversaw the operation of public employment services through WorkOne and related programs.  He is a Certified Workforce Development Professional with the National Association of Workforce Development Professionals. He serves on the National Advisory Panel on Skills Equity with the National Skills Coalition.
